[China Packaging News] at 15:00 on March 17, the conference center of the first session of the 13th National People's Congress invited Li Ganjie, Minister of environmental protection, to answer Chinese and foreign questions on issues related to "fighting a tough battle for pollution prevention and control". At the nearly two-hour meeting, Li Ganjie answered many environmental issues of public concern, such as air pollution, water pollution, import of foreign garbage, and renovation of nature reserves
there was a question about how to view the solid waste import policy announced by China last year, which has put some countries in a dilemma of waste disposal, and accused China of introducing the policy too suddenly
Li Ganjie clearly responded that restricting and banning the import of solid waste is a major measure taken by the Chinese government to implement the new development concept, strive to improve the quality of the ecological environment, and ensure national ecological security and people's health. At the same time, this is also the right of the Chinese government as a party to the Basel Convention, which clearly stipulates and fully recognizes the right of all countries to prohibit foreign hazardous wastes and other wastes from entering their territory
he introduced that China divides solid waste into non restricted, restricted and prohibited categories, and allows the import of non restricted and restricted solid waste. However, due to poor control, a large number of prohibited wastes and even foreign garbage are imported. At the same time, these waste processing and utilization processes also cause serious pollution and damage to the environment
on the relevant comments, he said: "such views, either some do not know the actual situation, or deliberately shirk some." In the whole process, China has given full consideration to all aspects of the situation and given sufficient time. For example, the release of the first batch of catalogue adjustments was half a year ahead of schedule, and the information was promptly notified to relevant international organizations, including the WTO, and relevant parties
"everyone should be unified in the spirit of the Basel Convention, that is, each country should reduce, treat and digest its own hazardous wastes and other wastes based on its own." He said that this consensus premise is conducive to the popularization and promotion of global green and low-carbon circular development
the following is the question and answer record:
: please consult the minister about the ban on foreign garbage import introduced by China in July last year. What is the effect of the implementation, and are there any follow-up measures? In addition, we have seen that some developed countries, especially those that used to rely on the Chinese market, have indeed encountered difficulties in garbage disposal. Many analysts say that the Chinese ban came too suddenly, resulting in their confusion. How do you respond? Thank you
Li Ganjie: first of all, I want to emphasize that restricting and banning the import of solid waste is a major measure taken by the Chinese government to implement the new development concept, strive to improve the quality of the ecological environment, and ensure national ecological security and people's health. At the same time, this is also a right enjoyed by the Chinese governmentin the late 1980s, the international community launched a convention, the Basel Convention on the control of transboundary movements of hazardous wastes and their disposal, to which we are all parties. This Convention clearly stipulates that each country has the right to prohibit foreign hazardous wastes and other wastes from entering its territory. We have this right and do our best. At the same time, the Convention also stipulates that all countries have the obligation to reduce and dispose of their own hazardous wastes and other wastes recently, and ensure that the environment and public health of the importing country are not affected or damaged during transboundary movements. China's import of solid waste began roughly in the 1980s. At first, the import volume increased not very fast. Later, after entering the 1990s, the increase was relatively fast. About 20 years ago, our entire import volume was more than million tons. In 20 years, we increased to 45 million tons, an increase of 10 times, so the growth rate is still very fast. More importantly, over time, solid waste import has shown more and more problems, some of which are quite prominent and serious
specifically, the most prominent one is the inclusion of many prohibited wastes in the import of wastes, because our country's solid waste management system is also based on the Basel Convention, and has formulated relevant domestic laws and regulations, which are clearly divided into non restricted, restricted and prohibited import categories. Non restricted and restricted solid wastes can be imported, but due to poor control, a large number of prohibited wastes are finally included, Even foreign garbage imports
the second and more prominent thing is that these wastes have caused serious pollution and damage to the environment in the process of processing and utilization. In July last year, we organized the "special action for the processing and utilization industry of imported solid waste". For 1792 enterprises across the country, we organized 1700 people to participate in a one month pull-up investigation. The results showed that 1074 of them were exactly 60%, and there were various kinds of illegal pollution that could only be treated as domestic waste. We have investigated and dealt with 1072, and now 1057 have been basically handled. It can be seen that the degree of violation of laws and regulations is very prominent and serious in this field. Because they violate laws and regulations, their entire processing and utilization process has a very prominent and serious impact on our environment and the health of the people. For example, 43r/min6, press the start button. Because of these prominent and serious problems, the Chinese government decided to adjust and optimize the import directory from this year to significantly reduce the number of solid waste imports
in the first batch, four categories are adjusted, and later, if the elongation of metal materials is relatively small, add small deformation (metal extensometer) and gradually adjust again. Make such a major reform decision to prohibit the entry of foreign garbage. The implementation plan for reforming the solid waste import management system is very important and necessary, and it is also completely reasonable and legitimate. As an environmental protection department, we go all out to implement it in accordance with the requirements of the Chinese government, and the overall effect is good. You were just concerned about the effect. Due to the influence of various factors, including the improvement of the market, as well as some rumors, some enterprises seized the "opportunity" to import a large number of goods in advance as soon as possible. Therefore, in the first half of the year, the volume and price increased. In the second half of the year, we made great efforts to reverse this momentum. The total import volume of restricted solid waste decreased by 12% in the whole year. It should be said that the effect is still relatively obvious. In the future, we will continue to implement the goals and requirements set by the Chinese government
you just mentioned that some of our policies were introduced in a hurry, and the time given to the foreign side was relatively short, causing the so-called "chaos". I think such a view, either some do not know the actual situation, or deliberately shirk some, in fact, in the whole process, we have fully considered all aspects of the situation and given sufficient time. For example, we released the first batch of catalogue adjustments six months in advance, and timely informed relevant international organizations, including the WTO, as well as relevant aspects. For some specific problems encountered in the process, we also coordinated all parties to promote the solution in time, which did not have a great impact. I think the most important thing now is not only China, but also foreign countries. We should unify the spirit of the Basel Convention, that is, all countries should reduce, treat and digest their own hazardous wastes and other wastes based on their own. With this consensus premise, many things will be better understood and solved on this basis, which is also conducive to the popularization and promotion of global green and low-carbon cycle development, It is conducive to the creation and construction of a clean and beautiful world. Thank you
In December 2017, Li Ganjie, Minister of environmental protection, visited Dongguan, Guangzhou and other places in Guangdong Province during the annual meeting of the China ecological civilization Forum (Huizhou) and the National Exhibition of the achievements of ecological civilization construction (Huizhou) During the investigation, Minister Li Ganjie made a special trip to Nine Dragons Paper (Holdings) Co., Ltd. to learn about the recycling of waste paper resources and the reduction of waste paper imports. This is the first time for the incumbent Minister of the Ministry of environmental protection to enter Nine Dragons Paper in more than a decadeat the symposium held after the investigation, Li Ganjie stressed that banning foreign garbage from entering the country is a landmark measure of the CPC Central Committee to comprehensively improve ecological civilization, an internal requirement to meet the growing needs of the people for a beautiful ecological environment, and a powerful starting point to promote the formation of a green development mode and lifestyle. We must conscientiously implement the implementation plan for prohibiting the entry of foreign garbage and promoting the reform of the solid waste import management system, and further reduce the amount of waste imports. Therefore, it is a new type of environmental protection product. Enterprises should ensure that the processing and utilization process does not pollute the environment and damage the health of surrounding people. At the same time, they should work together with the government to accelerate the construction of domestic solid waste recycling system and improve the level of solid waste resource recycling
